1. What kind of Note Link do you need to give another person for them to be able to see the content of your Note?
If the other person has an Evernote account, then--either. If the other person doesn’t have an Evernote account--Public.

2. How will someone see your Note once you’ve shared a Public link to it with them?
The Note will open up in the web browser.
If that person has an Evernote account, they will be able to see the Note directly in their Evernote.
As an email message.
3. Can you cross reference a Note in another Note in the same Evernote account?
Certainly. To cross reference Notes in the same Evernote account use a Note link.
Yes. You should use a Public link.
You can’t cross reference Notes.
