1. What is the way to describe the difference between the project team and the project management team?
The project management team is another name for the Project Management Office (PMO) and they maintain the project management methodology and conduct reviews of projects. The project team plans and executes the project.
The project management team is a subset of the project team who are directly involved in the project management activities.
The project management team manages a project and the project team executes the project plan developed by the project management team.
2. What is the primary difference in the way a project team functions between a Functional structure and a Weak Matrix structure?
In a Functional structure the project team members report to functional managers while in the Weak Matrix they report to the project manager.
In the Functional structure, team members only work on projects for their function. The Weak Matrix is used for cross-functional projects.
The organization chart looks very similar, however in a Functional structure the team members do not coordinate with each other while in a Weak Matrix they do.
3. How does the role of the project manager change between the Weak Matrix, Balanced Matrix, and Strong Matrix?
The role of the project manager is the same across all three matrix structures. It changes for Functional and Projectized structures.
The project manager role is one of coordination only in a Weak Matrix. In the Balanced Matrix the project manager is within the functional organization but can direct and guide the project. In a Strong Matrix the project manager is in a separate project management organization and has full authority over the project.
A Weak Matrix refers to a matrix structure where the project manager lacks leadership skills and their authority with the team is weak. A Strong Matrix refers to a matrix structure where the project manager is overbearing and directive which limits their ability to complete the project successfully. A Balanced Matrix refers to a matrix structure where the project manager demonstrates a high degree of effective leadership.
