The unique characteristics of the project and organization should determine where to focus the project management effort.
The rigor in the level of focus should change as the project unfolds. At the beginning the high level plan should be the focus; following that a detailed plan should be the focus; next the focus should shift to risk management; as the project nears completion the focus should be on project control.
A rigorous level of project management effort should be applied in all areas.

Emphasize the detailed project plan and project control.
Because of the high uncertainty, you must emphasize all areas of project management focus.
Emphasize high level plan, risk management, and project control. De-emphasize detailed project plan.
3. What is the benefit of applying rigor to multiple areas of project management focus?
The more project management focus areas that are used with rigor, the more likely you are to find and fix problems while they are small.
The more project management focus areas that are used with rigor, the more likely the project will meet project goals and expectations.
Because of synergy, the more project management focus areas that are used with rigor, the lower the effort of project management.
