Because it’s a waste of time.

Some information but not all, because a press release is very much like a teaser: it should arouse readers’ curiosity to want to find out more about it.

Yes, it absolutely is. A website update is newsworthy.
No. A website update, however fancy, is not an appropriate topic for a press release.
Yes, it could be, if the website update was a big undertaking.
