Before you can ‘free transform’ an image you must:
Make sure it is in its own layer, and not the background.
Select the whole image.
Select ‘free transform’ from the ‘edit’ drop-down menu.
After rotating an image, why would you normally need to crop it?
To clear the image of its' askew outside border.
To make the borders match up with the lines of the image.
To change the center of the picture.
The Ruler Tool’s ‘straighten’ command will automatically:
Deform the image to make curvy lines go away.
Rotate the Image.
Rotate and crop the image, even if it's a background layer.
